Minister for Social Affairs Karen Ellemann is suggesting that more children should be put into foster care rather than children's homes.
Ellemann tells Kristeligt Dagblad that the government primarily wants to give the 15,000 children who have been placed outside their homes the 'right to security and intimacy'.
