COP15 Day 2: EU to swap aid for climate help

One of the central issues at the COP15 Climate Summit over the next two weeks will be how much funding the rich countries provide for poorer countries in their efforts to mitigate climate change.

But according to an EU memorandum, climate funding that the EU countries plan to offer will be taken from existing funds. Many African and Asian countries are thus unlikely to receive the injection of new funds that the heads of state and government have suggested.
