An internal tax authority (SKAT) memorandum that Jyllands-Posten has received, shows that the authorities have been aware for some time that local councils have been collecting rates illegally.
The memorandum, dated Sept. 27, 2005, says the ‘problem is much more extensive than there is a political will to admit’.
