EU Climate Commissioner Connie Hedegaard suggests that the United States is the main stumbling block to achieving binding reductions in greenhouse gas emissions, but says that agreement must be reached by 2020 at the latest.
“Given that the United States is not willing to commit itself in Durban, as it wasn’t prepared to commit itself either in Cancún or Copenhagen, we have a problem as it is easy for the big developing economies to hide behind America,” Hedegaard tells Politiken.dk.
