The government and the Red-Green Alliance have appeared firmly determined to remove the VAT on fruit and vegetables while also cutting the VAT on all other food in half. But now two of the parties behind the proposal are floating the idea that it may not, after all, apply to everything on supermarket shelves.

That sets the stage for a larger political fight over what should be included, what should not, and what even counts as healthy and unhealthy food.
