The European Union has been battling to get China and other major developing countries as well as the United States on board for an agreement to limit greenhouse gas emissions – but the Europeans appear now to have thrown in the towel – at least for the next nine years.

“We understand that Brazil, China and other major developing countries need time to develop. That requires growth. So for a period, they need to be able to emit more greenhouse gases. But in 2020 at the latest we must have a system under which the major developing countries and the United States commit themselves,” EU Climate Commissioner Connie Hedegaard tells Jyllands-Posten.
