Affordable housing was the dominant issue in Copenhagen’s municipal election campaign. So when the government recently rolled out a series of agreements to make it easier for municipalities to regulate the housing market, it was met with cheers at City Hall.

Among other things, the package lets municipalities require more owner-occupied units in new developments and encourages construction of non-profit social housing by raising the cap on what it’s allowed to cost to build them.
